Rent control, protected tenancies and the question of fairness

Carol Lloyd writes a fun weekly column for the SF Chronicle – Surreal Estate. This week’s column examines rent-control laws from the perspective of small property owners. Here’s the first graph:

“Last week, after the appearance of my column about laws that make certain San Francisco tenants — because of their long tenancies and age or disabilities — essentially unevictable, I was so inundated with, um … strongly worded letters, I couldn’t resist revisiting the issue. Aside from a few readers who found my column to be unfairly pro-landlord, most accused me of quite the opposite: of water-carrying for the Tenants Union.”
